I AM directed by the Earl of Elgin to acknowledge the receipt of your letter of the 31st ultimo, and to request you to inform Secretary Sir E. Grey that, subject to the concurrence of the Governor of Hong Kong, his Lordship agrees to the proposal that the trade in prepared opium between Hong Kong and China should be prohibited-each Government taking measures to prevent smuggling into its own territories.
2. Lord Elgin would be glad if Sir J. Jordan might be requested to communicate direct with Sir F. D. Lugard, to whom his Lordship has addressed the telegram of which a paraphrase is inclosed.
